The console is not being fixed nor is the firebug icon.

IE 6 i believe. this is so old.

there's an icon that is suppose to display in the top right corner of the screen and fixed so that it is always there for you to "activate" the firebug console.

i think IE7 it is fine. probably not even worth fixing anymore.
