Go to the API site: http://api.aegirproject.org/ and search for 'provision.inc' goto the result, which is:

http://api.aegirproject.org/api/search/HEAD/provision.inc

and you get a 403, is this because nginx is disallowing the URL because of the '.inc' in the URL?

Sounds like it's the case. We're thinking of rebuilding this site from scratch on Koumbit's server which is running Apache...

We're also considering moving to a D7 platform, where most of the development on API.module has focused. Though a migration from my Aegir to Koumbit's will likely be quicker.
