how do i add an edit tab to a custom theme made via panels and precision? i see it in many themes i just want to add it to the User menu on my site.

You may want to submit this as a feature request for the theme. Some themes come with this; others don't. Meanwhile, here's a page with snippets for adding an edit tab to blocks. It appears to be for Drupal 6, but you might be able to get the gist of it for adding to your block.tpl.php file in Drupal 7.
