if "Enforceable Pages: " is empty the code breaks down for me

in the settings page

if one leaves the "Enforceable Pages: " textfield blank.
then the code breaks down. i had to apply a patch to the init hook to get it running.

pfa the patch. looking forward to the review by the community.
