Is there a module for or one that can be modified easily to have a user aggreement page show? I need the site users to accept the terms of usage before the registration continues.

Try using the profile module (this depends on what version of Drupal you are currently running). You can add a 'checkbox' element, and opt to show it on the registration page. Simply make it visible on the registration page, and make it compulsory for users to enter a value. You might want to put something like "You must agree to the terms and conditions outlined here." in the description of the check box (and link 'here' to your user agreement.

Let me know how it goes, as this is just coming off the top of my head :)

Works just like it should. Even the placement of form elements forces the user to at least glance through the agreement. I placed all of the text in the explaination textarea.
