This applies to conditions when the action "Change workflow state of a node to next state" is applied to a state that is higher when moving the node to a lower state with that option applied.

I believe this is tied to the weights applied to states because setting all weights to 0 makes the state change loop around.

Since this request is over a year old, I'm going to assume a solution was found or you've moved on. If not, please get updated to the latest versions of all modules and make a request for it against Drupal 7 and I'll be glad to take a look at it.
