Hello,

Could Artisteer (http://www.artisteer.com/) be a good option to start theming for a person with no knowledge of CSS and PHP?
Any other options for newbies?

For a very simple design it can be a good option, but normally the themes will not look very good. I would first look through Drupal.org's themes and if you can't find any there go to Artisteer. I did hear that the new version of Artisteer (3.x) will have some very good improvements though, like placing the main menu within the header and better styling controls.

If you have time to learn, try one of the starter themes like zen which will help you learn CSS.

Artisteer 3 was released today and I had a chance to try it out. It's much better than Artisteer 2 and it now provides templates that actually look decent.

That's good. The only negative point about Artisteer is that is not a free tool.

Have you tried the Sweaver module (http://drupal.org/project/sweaver)?
