Is there any way to show the operation parameters on the same page as the dropdown.

For example, if you are following the steps in the documentation, you'll see that you have to choose the "Modify Node's Taxonomy Terms" operation from the dropdown, click execute, and then choose the taxonomy terms on the next page.

Is there a way to combine those two steps onto one page?

This only works when you select one action in the VBO settings, and check ON the setting "Merge single action's form with item selection view".
