Currently the uc_signup settings are hidden at /admin/store/products/signup, and not visible in the menu.

Let's consolidate the Signup settings onto the Signup form in a uc_signup settings fieldset there so that the settings are easier to find, and less scattered around the site.

Here's an initial patch. With the weights that Signup module provides, the uc_signup fieldset ends up at the top of the settings form or under the submit buttons. This is a problem that other modules, like Signup_profile will have, so I will file an issue to give the submit buttons on the signup form some weight.
