"all users may see changes, but only on content" not working

Issue Summary

Hi aacraig,

Thanks for all the amazing additions you just added to the 2.0 version of the module. It really does feel fully fleshed out now - great flexibility and awesome features. One issue I'm experiencing and I'm trying to do some more troubleshooting but I can't seem to see changes made by users to their content using the user restriction (content (all users may see changes, but only on content created by the user who made them)).

Here are my steps:

Create ruleset with restriction by user (content).
Insert selector "body" with property "background-color" - or say "body" with property "background-image".
Login as non-admin user (2), select color and/or background image under configure/theme_hues.
Browse to content created by user (2) and background color/image has changed to reflect selection.
Login as another non-admin user (3).
Browse to content created by user (2) and background color/image does not reflect selection by user (2).

I'm fairly certain I have things setup right, and I have flushed browser cache (however in this case changes are seen already by the user making changes so that shouldn't matter). Every other setting/restriction of the Theme Hues module does appear to work fine as I've done some thorough testing.

Expiriencing the same thing. In addition to this, for user(2), after he changes the colors it changed all over the site for him, not just on his own content.
