The general agreement is that the right module for this is Views Bulk Operations, since it already connects Views and Rules.
See #1243900: Separate most Rules/Views integration to a sub module.

EDIT: I wrote that in April 2011. In May 2012 it is clear that the idea didn't actually make the most sense. A D7 port of this module is a better idea.
