I have spoken with two of the co-maintainers including the original theme developer for Foliage. Each has stated they would be happy to have me contribute, but neither have the maintainers tab available to them. Can the Drupal Webmasters give access to the project maintainers tab and add me as a co-maintainer?

This is now done - see attached. Ron Williams has the same rights on thsi project as netbjarne and Wolff. margae can administer maintainers.
