What am I missing. Installed latest VBO post May 29 and latest Views June 7 and I don't see any VBO choices - not in any views not in rules no where.

Yes, there is no VBO style plugin anymore. VBO is now a field. See the alpha release notes, or this screencast: http://nodeone.se/blogg/form-elements-in-views.

At the moment, you can only run Rules actions from VBO. Running VBO from Rules is not yet supported, see #1175430: Running VBO from rules2 actions
