Load and Assign Terms only works when event is "Content is going to be viewed"

I didn't want to reopen this issue (http://drupal.org/node/757278), but I wanted to address this issue as it is still occurring.

The actions:
Load taxonomy term
Assign term to the content

Do not work if you use the other node events (save content, going to save content, etc). I wouldn't mind using the "content is going to be viewed" event, but it messes up Pathauto and it also would add unneccesary load to my server. Is this as designed, or is there something wrong with the Rules code when it comes to saving content and importing taxonomy?
