The classes should be:

a.tagadelic.level3

as opposed to:

.tagadelic.level3

IE6 doesn't display color changes otherwise though does respond to size.

The css only contains sizes and not colors. I don't see the problem. You should not alter the css that comes with a module, but override it in your own theme instead.
