Related to #730044: Group owner unable to create group content until a menu has been created.

A user has og_menu administrative rights and tries to submit with no groups selected. The menu field is disabled but still validated with the error "You cannot add menu items to this menu. Choose another parent menu." This inhibits posting outside groups.

Closing, since the Drupal 6 version of OG Menu is no longer supported. If this issue is still relevant for the currently supported versions (D7 and D8) then feel free to update the version and reopen the issue.
