This has been driving me crazy. I can get FCKeditor to work perfectly(?) by itself. I can create a link to an uploaded file and/or place an image in the posting and even create image links to files. The paths are fine. If I enable the IMCE module, I can still place an image, even create an image link to a file fine. But if I create a text link to a file it creates the wrong href, for example: http:///files/linktarget. Thus the link is bad, won't work. What started this is I was trying to create a text link to an uploaded pdf file and it mangles the path. I like the IMCE module because of the file preview it is very nice to browse the uploaded files so I would like to use it. File uploading and all is working fine. I've searched the forums but haven't found this specific problem mentioned, thanks in advance for any input.

That's what I did. The root directory for Filebrowser (makes upload folder/subfolders public, but only downloading is allowed) is the same as the personal directory of the webmaster. Then I created a menu for Filebrowser (root and subfolders) and block for it but enabled it only for webmaster/editor roles. Thus I can share easily files with others, but I'm still in control.
I upload files both with IMCE and FTP client and relative URLs work - /files/filebrowser_root/pdf/sample.pdf
