ONLY - when you are in the "guest-mode" following happens:

In Home » Administration » Appearance » Settings -> Banner configuration -> "Do you want to use Marinelli banners or classical drupal region?" / choosing: "Drupal region (advertise) ----> The blue frame top line disappear and so do the menu of "My account | log out " also.

If log in - the design is back to normal views... This must be some kind of miss match bug - related to permissions, because the behave is related to the "roles and permissions" and login/logout.
There is another bug report, with some kind of similar behave when banner is set to Marinelli Banners.

It makes the site looks very bad, if not using any banner pictures or having Drupal region (advertise).
