View tagged revisions does not work

A User who has only the right to "view tagged revisions" does not see anything of this modul. It works only, if he has also the right to "tag revisions". But then he can tag the revisions indeed.
I am not sure, what is meant by "Is this a tagged revision that is available to the public?". Does that mean, that a user, who has only the right to "view tagged revisions" should only see the "public" revisons?

This doesn't appear to be fixed in the 5.x-1.x-dev download. Is there an uncommitted CVS snapshot or something? Can you at least provide a patch or describe the changes made?
