All users on the site have access to either Full or Filtered HTML text formats (in addition to Plain text), and Filtered and Full is listed before Plain text. If I don't select any of the permissions for Better Formats, only Plain text is available. Observations:
1) If I select either "Show format tips" or "Show format selection for ..." for the different roles, Full/Filtered HTML is available as the default choice.
2) If I disable Better Formst, Full/Filtered HTML is available as the default choice.

This is tested against the current dev release, 7.x-1.x-dev 2011-Feb-25.

None of the default features have been ported to D7 yet. The D7 branch has some started code but nothing usable at the moment.
