This is another access rule that is based on core fields that can be compared with a value entered in a simple text field. This would allow an entity to have a text, list, or numeric field that determines what panel variant is used. Only depends on core. I only included an 'equals' operator, but it could be expanded to include other comparison operators.

I'll attach the proposed patch in a few minutes.

I think that it should first show you which field to compare with, and based on the field info show the settings. So we can also present a text list, or >, < operators when dealign with numeric fields.
