Selecting Modify node fields before records to be modified does not update records

I have two fields which can be selected for Modify node fields (views_bulk_operations_fields_action). When records are selected after the action the node records are not modified. The correct nodes are identified and a confirmation that these have been updated is displayed, but the node records are not modified.

Selecting the node records first then the action works just as expected.
