Coming from #1188244: Flag integration not working - flags don't show up in VBO settings, the user was confused why VBO wasn't showing his actions. The trigger module was disabled.
When using actions with VBO, the trigger module is not used.

So, why not always include flag.actions.inc?

This was actually causing other problems too (see #979146: The "Flag" tab isn't shown on Trigger's admin page), so I've decided to take your recommended approach and just always include the .inc file.
