Zen Starter Kit required PHP version

Zen theme 7.x-3.1 has been installed with no problems.

While creating a subtheme using the starter kit, Drupal admin->appearance reports that the subtheme requires PHP 5.2.4+.

Why does the subtheme require this when the base Zen theme doesn't?
