There are some strings in jrating that aren't localized, and therefore aren't allowed to be translated.

I've attached a simple patch to expose these strings, and also includes a Hebrew translation of the module.

Committed, thanks for the patch. I just removed the hook_perm t() string, which wasn't necessary, I believe.
