They appear where they are supposed to, but when you click on them, they don't open. Also, they are the wrong color. I would be happy to cut and paste any code, if someone could tell me what might be useful. This is for an upgrade to 5.1 from 4.7 -- and the 4.7 version worked just fine.

The color problem is solved. I forgot that blockbars have their own style sheets.
