I don't actually think that the patch that you have referenced will improve anything.

There are 3 problems that need to be solved.

1. What keys will be used that do not conflict with those already captured by common AT?

2. How will we educate users about this in a non-intrusive way (not cluttering the UI and providing confusing information for those who do not require it).

3. Even if we solve 1 & 2 how do we indicate to a screen-reader user that the row is moving, including parent-child relationship?
