i.e. in /admin/build/modules the wysiwyg-6.x-2.4 package still shows up as wysiwyg-6.x-2.3

admin/build/modules only rebuilds module information and versions after submitting the form. Also, update.php should have flushed all caches already, so you likely did not run update.php yet.
