How about to create a new permission for taxonomy module ?
"Administer vocabularies and terms" has to much permissions like manage fields/add new fields.
For example:
In our current project we have 3 roles (administrator, manager and editor).
We want managers to be able edit vocabularies and terms without allowing them to modify/add new fields in vocabulary.

xjmWell, this won't be added in Drupal 7. However, maybe there's a contrib module that will provide the solution you're looking for?
Moving the feature request to 8.x for now.
