I'm using 4.7.x and want to know if there's a way to enable only a core group of users to have blogs, as opposed to giving blogs to all registered users. The access control/permissions admin page seems to suggest there's no way to do this -- if this is true, are there plans to change it?

Give a new role "edit own blog" permission
Create a new role like "bloggers" . Give these users "edit own blog" permission. Make sure that authenticated user and anonymous user do not have this permission.
This accomplishes what you asked doesn't it?

But how about viewing control?
This works fine for control of who can post, but not for who can view blogs. Is there any way to keep anonymous from viewing blog posts? It seems that giving them "access content" permission allows them to see blogs.
For other content types, not a problem, but for blogs there seems no built-in way to restrict access?
