New Admin-plugin: form to post a bugreport to drupal.org-forum

Hello!
Fact: there are more than 600 000 Drupal-site administrators and only about 9 000 of them are developers.
Drupal indeed can more!
The idea is to provide every Drupal-site administrator with comfortable tool to post bugreports on drupal.org. It is just a form with fields "Project", "Category", "Title", "Description" and so on - to public the message on drupal.org.
This could be done in collaboration with other modules:
- (OAuth) remote registration + authorization
- (Site Documentation + Site Configuration) attaching to message a report (describing current environment and configuration of system where the bug occurred) for easier diagnostics
