See attached patch to user_badges.install to enable PostgreSQL support. Also added the MySQL UTF-8 table info to the MySQL table install section. PostgreSQL seems to work in the limited testing I did.

Updated patch.

I've removed modifcations to MySQL(i) tables, corrected query error in PostgreSQL sequence creation and modified a few queries.
