Maybe the question is not enough clear but I'm looking for a "region" list. Because in France we have to select a Region first and then select the province corresponding to the Region. Is there a way to make it works like this ?

We don't support the two levels as available in France. It's not unique since some other countries have a similar organization, but in most cases people don't use the region when sending mail so it was not included here. If you're using CCK, you could add a CCK field for that purpose...
