Translation self-moderator by "Project"

On pt-pt I've a problem with to much submissions to review for non-core modules.

The problem is I would like to give permission to certain users to be "translation self-moderator", to some (or all) modules, but not to the Drupal Core. I even have some module developers has translators and it doesn't make sense not to allow them to manage their own pt-pt translations (of their modules).

My suggestions as such are:

1. At least separate "translation self-moderator", in two, one "translation self-moderator - core" and other "translation self-moderator - modules";

2. Create a way of we giving "translation self-moderator" permissions by project. This way, we could have translation managers for specific projects.
