Little red star next to the Vocabulary / description

Hello again,
1) Even though I have set up the vocabulary as required, th little red str only appears when the vocab is expanded ( after I click on it)/
I am afraid my users may not realize this is a required field and may try ( and fail) to submit the node without selecting any terms.
Is there any way that the little red star could appear on the vocab before we click on it?
2) Same for for the help / description text: only appears after we click on the vocab, and perhaps it would be more user friendly to make it show beforehand.
