Is there any way we can limit download per user in a day or a month or something?

Any way we can do this? Any other module which allows to do this?

There has to be something I am missing because everyone using filefield will have excess download problem. They must be doing something to solve it, right?

FileField has no ability to provide this functionality. I'd suggest looking at a server-side solution through Apache or the web server of your choice rather than FileField.
