Create dev release from a properly named branch

Meta: #1076616: Projects should have "master" renamed to appropriate branch

In order for testbot to work, the dev release, 7.x-1.x-dev http://drupal.org/node/96252, needs to be based on a properly named development branch. The process to do that is documented at http://drupal.org/node/1127732
