It would be great of some fields coud be defined as taxonomy term fields. Specifically: Country, State, City and Suburb.

This would allow the address field module to integrate with Panels quite well.

No, this is not in the scope of this module. Support for a use case like this could be added in contrib, thanks to the new plugin architecture that just landed.
