Is it possible to set a limit to the amount of users a person can create? prefferably a dynamic number attached to the user itself

I have a site where companies can register, each company is a (editor)user and can buy extra subusers, so, in order to give them the exact amount of users they want, I have to be able to set this amount for each seperate editoruser.
