Subscribe form block that should only show up for Authenticated users is showing up for anonymous users as well

Upon further testing, that block also is set to "Show subscription options on the user registration form."

I thought this might be overriding the settings but unchecked that option and the block set to show for authenticated users only is still showing up for anonymous users
