Attached is a patch I created in order to generate translated nodes even if there's no text in the body field.

I'm sure that there are a few more areas to if( out, but in the meantime this will allow the creating of translated nodes even if there's no body to translate. (I'm using node relationships in node reference fields, so need to force translation on related nodes or else translated node edit will fail on submit.)
