OG Block Visibility will not show up in Modules Admin

I've installed the head version, patched the module_exists line and created an og_block_visibility.info file with the following in it.
name = OG Block Visibility
description = "Can set the visibility on blocks by group"
package = "Organic groups"
dependencies = og
version = "HEAD"
OG Block Visibility will not show up in the list of modules in Admin - Modules. What am I doing wrong?
