Required lists are automatically syncronized with the sites users. Optional lists provide a checkbox allowing users to subscribe during registration or when updating their account. Free form lists, the only type allowed for the Anonymous role, present a signup form with all MailChimp merge fields displayed. Default values are allowed for authenticated users based on token mappings.

Recreate case.

1. Enable module and select list set to required and select authenticated check Sync List During Cron
2. Add a user via admin interface aka, (here we have a shop creating account only for buyers via rules) same thing.
3. run cron a couple of time just to be sure.
4. new user has not been added to mail chimp list.

I am assuming
a) I want the default value for my mail list to be subscribe
b) in this case there is no option for the user module should fall back to default a and lastly
c) blocked accounts will not be added to mailing list only activated accounts

So if an account is created and activated subscribe.
If an account is created and blocked don't subscribe, only subscribe upon activation.
