Translation management is forcing the tab/fieldset "Translation management options" to be the first tab (vertical_tabs) or fieldset shown on node edit form, right after body/taxonomy.

by forcing the ordering, it does not allow admins to reorder properly the form, even causing issues with nodeform_cols module! no matter how you order it in CCK, or with other modules, it never changes position.

please refrain from doing this. it's not the drupal way. drupal is flexible, not fixed.
fix it :)
