Error in parsing quotations...

I'm attempting to port a fair amount if writing from a phpbb2 site to drupal. It's mostly story, so it's long sections of text, dialog, etc. Problem is that when the phpbb2drupal module parses the posts, it can't seem to deal with most quotatioins marks. It replaces them with other characters, "?" to be specific.

I've configured as follows:
BBCode Only Input Format, Default settings
Leave BBCode Alone
No encoding changes
Importing PrivMsg, no attachments or polls.

For the life of me I can't think as to why this data would be getting mangled. With these settings it would seem that the script should just cut and paste, not filtering required.
