In the README.txt, I'd add a missing step for "sharing translations". After item #2, I'd add:

3. Join a language team on localize.drupal.org (required to be able to submit translation updates)

Without this step, users get an error message: "Not allowed to submit translations in this language."

I've faced many complaints about this "Not allowed to submit translations in this language" message in our Turkish translation team. README.txt text might be updated easily. Better to add the mentioned step under both the INSTALLATION, and SHARING TRANSLATIONS chapters.
