When I create a new Program node, I don't see the options section for its schedule.
I have to create the new program, then do Edit, and then I see the after DJs the section for Schedule.

yeah, that's by design. until the node is saved and published there's no node id to put on the schedule. the scheduling is actually separate from the program node, most of the scheduling should really be done via /admin/build/schedule.
