Adding logging of XML transactions with the Desjardins server

Hi,

Desjardins asks that we be able to provide logs of the XML transactions between their server and our site.

To that effect, I submit the following patch which adds:

• the creation of a database table for the sole purpose of transaction logging,
• an admin setting to turn the logging on or off,
• logging to the database (when active) of every XML transactions between the client and the Desjardins server.
