Drupal 6.22 -Modules -Book enabled

I went to Admin -Content -Books -Settings.
-- Allowed book outline types: I only check marked Book Page.
-- Default child page type: I only check marked Book Page.

I would have thought that first setting would limit the Book Outline fields and tabs to the Book Page content_type. It does not.

I want the book outline option on the Book pages only. Many of our Chapter members are casual Internet users. They can understand how to file a Book Page into an outline. They would not remember long term about when to use the Outline and when not to use it based on the content_type.

The best scenario is to not display the option, except on the Allowed book outline types. I can hide the Book Outline option on 'Add node' using the Manage Form settings on the content_type. Is there a content_type setting to hide the Outline tab when they View or Edit the node?

The problem seem to be, that if a user can administer book outline, anything can be inserted into a book.

At permissions disable "administer book outlines" for "casual Internet users" and only give them "add content to books". I think.

This is not enough for myself, however. I need my admins to be able to sort an edit the titles at the Books admin page -> Operations: edit order and titles. I'll try to sort this out somehow, although I'm not sure when. It's not on the sites actual requirements list, only that it would very much make sense.
