Activity Translated messages are not getting generated

Issue Summary

I am using Activity module for Bilingual portal. I am using activity templates along with the translation functionality. I have used token for germinating generic messages (insert & update ) for each content type. On update/insert it is generating the messages in English but not in French (second language used). My site is in Siteminder Environment. I was working when I used & tested it on development version of site without Siteminder authentication. Any guess why this is happening?
